Major Purse has discussed this with me,

and the following is a note of the main points which

arise: -

(1) RECRUITMENT. It is not considered that

the course suggested would have any adverse effect on

recruitment for the Malayan Services. On the other

hand, so far as Cadets are concerned, we might actually Sy benefit recruitment by making the Services

more widely known) if it were possible to hold the

course not in London but at Oxford or Cambridge, pahap huwure joining up with the T.A.S. Course. It

seems doubtful whether Malay could be adequately

taught at Oxford or Cambridge, but before proceeding

further it would be as well to get definite information

on this point. Major Furse expressed a willingness

to write to Messrs. Truslove and Morshead if we

would put up a draft for him.

If, on the other hand, the course is to

be held in London, it might be worth while to

consider the possibility of extending it a little

with a view to joining up with that part of the

T.A.S. Course which is also held in London, namely,

Tropical Hygiene and Government Accounts.

(2) In order, however, to prevent recruitment

from being adversely affected and to avoid friction

amongst various classes of officers, it is essential

that reasonably good allowances should be paid. The

standard to be aimed at is that allowances should

be really sufficient to cover reasonable living

expenses, all fees being paid in addition.
